USER RATES AND FEES
Application Fee
All new accounts are charged an Application Fee at the time the account is opened.
The Application Fee appears on the first month's bill.

Monthly Service Charges
All accounts are charged a monthly water and/or
sewer service charge. The service charge
is designed to recover fixed administrative costs. The

Customers whose accounts have been inactive
for more than 12 months must pay back service charges before
service can be restored.
Commodity Charge per 1,000 Gallons Consumption
Commodity Charge per 1,000 Gallons ConsumptionCustomers
are charged for water and sewer consumption based on metered
water usage. This charge covers the cost of purchased water
and sewage treatment as well as the cost of operation and maintenance
for the Service Authority's lines, pumping stations and water
storage tanks.

Peak Use Charge - Water
A peak use charge is applied to all single-family
residential consumption, during the May through October billing
periods, in excess of the greater of, (a) 2,000 gallons above
the preceding winter average consumption, (b) 1.3 times the
preceding winter average consumption OR (c) 7,000 gallons.
For all new residential customers that have not
established a winter average consumption, the peak use charge
is applied to all consumption, during the May through October
billing periods, in excess of 9,000 gallons. Winter average
consumption is defined as the average metered consumption during
the January through March billing periods.

Seasonal Sewer Adjustment
For all single-family residential consumption
during the May through October billing periods, sewer volume
charges are based on actual consumption or the preceding winter
average consumption plus 2,000 gallons, whichever is less.
For all new residential customers that have not
established a winter average consumption, sewer volume charges
are based on actual consumption during the May through October
billing periods or 9,000 gallons, whichever is less.
Water Sub-Metering
Customers with water sub-meters are subject to
water commodity charges based on consumption measured by the
main meter. All customers with a water sub-meter are subject
to peak use charges as described above. Customers with water
sub-meters are subject to sewer commodity charges based on
consumption measured by the main meter less consumption measured
by the sub-meter. The seasonal sewer adjustment shall not apply
to customers with a water sub-meter.
Transaction Charge for Late Payment
A late fee of 10% of the outstanding balance shall be assessed on all accounts if payment is not received within 7 days of the due date. A late fee covers the lost earnings potential from late payments as well administrative costs to process and track late accounts.

Delinquency Fee for Non-Payment Past Due Accounts
A delinquency fee shall be assessed on all accounts which have been identified for service disconnect (cut-off) due to non-payment. A delinquency fee covers administrative costs to process and track delinquent accounts, as well as the cost of field personnel to physically disconnect service if necessary.

Restoration Fee for Non-Payment Past Due Accounts
Requests to restore service can be made to Customer Service, between normal business hours of 8:00am - 5:00pm, Monday through Friday. Restoration requests between the hours of 5:00pm and 6:00pm during the week, and between 8:00am and 4:00pm on weekends and holidays, can be made by contacting our Emergency Dispatch Office at 703-335-7990. After-hours personnel are on- call to handle emergencies, such as water main breaks and sewer back-ups. The emergency personnel can be reached 24 hours a day / 7 days a week by calling 703-335-7990. A delinquency fee of $35.00 is charged for all accounts subject to service disconnection or notification. An additional $90.00 fee is charged for all after hour requests received after 6:00pm during the week, on all weekends (Saturday and Sunday) and holidays.

Unauthorized Use Charge
Any person who either tampers with the meter
assigned to the property or who installs any type of device
at the connection other than the assigned meter will be subject
to an Unauthorized Use Charge.

Refuse Collection Residential customers in the
Yorkshire Service Area receive refuse collection service from
the Service Authority through an independent contractor.
Note: The refuse collection fee does not include
the Landfill Fee of $70.00 levied by Prince William County.
Payment of this fee to the County is the responsibility of
the homeowner.

METER CHARGES
Under certain conditions, water supply may be
obtained through a fire hydrant. Customers must first obtain
a Hydrant Meter Permit and a Hydrant Meter from the Service
Authority.
