Availability Fees
All new customers connecting to the system are required to pay an Availability Fee before obtaining a building permit from Prince William County. The Availability Fee covers the cost of capacity expansion as well as line extensions and pumping stations needed to serve new customers. For existing structures, please fill out an Application for Connection to ensure service is available at your property. Applications for both residential and commercial properties are available under Engineering Application Forms.
By Resolution dated August 23, 2007, the Prince William County Service Authority Board, adopted, ratified and confirmed rate increases for water and sewer availability fees as well as user rates and other miscellaneous fee for all service areas effective September 1, 2007, as follows:

Water Sub-Metering

Notes: Depending on the location of individual projects, developers may be subject to a Local Facilities Charge (LFC). Contact Engineering @ 703.335.7930 for details. There is also a $25.00 application processing fee per location for new customers.

Service Connection Fees – New Residential Development and All Commercial Properties
New Residential and all commercial customers connecting to the Authority’s system are required to construct the service connection. There is no service connection fee paid to the Authority as all construction is coordinated, managed, and paid for by the customer. The Authority must inspect and approve all work.

Service Connection Fees – Existing Residential Properties
For existing residential properties, the Authority shall facilitate the installation of a service connection to the property line. Upon application for property line service by the property owner, the Authority will determine the complexity and construction cost of the service connection.
Service connection fees are based on the construction required for a specific connection. The base service connection fees are:
Water service $1,000
Flush station $1,000
Gravity sewer $1,500
Service connections estimated to cost greater than the base fee are outsourced. If service connection estimates are greater than the base fee, the Authority will initiate obtaining an estimate from the Authority’s contractor. The Engineering Department will contact the customer when the estimate has been received and provide the customer with a copy of the estimate. The customer may choose to go with the Authority’s contractor or to select their own contractor. If the customer decides to use the Authority’s contractor, the customer must pay the service connection fee and availability fees prior to the Authority initiating construction with the Authority’s contractor. If the customer chooses to use their own contractor, the customer must coordinate, manage, and pay for all construction directly with their contractor. The Authority must inspect and approve all work. Inspections will not occur until all availability fees have been paid.

Meter Fees
All new customers connecting to the system are also required to pay a meter fee associated with the Availability Fee before obtaining a building permit from Prince William County. The Meter Fee covers the cost of the meter and its associated devices.

Notes: Availability Fees for meter sizes greater than two inches are determined on an individual basis. The customer and the Service Authority will enter a separate agreement that will establish the applicable fees, use limits and supplemental availability fee requirements. Annually, the Service Authority will calculate the actual maximum month and total annual usage for each commercial customer. The Service Authority will bill for and the customer will pay within 30 days a supplemental availability fee for usage, which exceeds the use limits applicable to that customer’s meter size. The supplemental availability fee will equal the difference between the fee for the initial meter size and the fee for the larger meter size that corresponds to the customer’s excess usage. All calculations will be made at the rates in effect on the date of the bill.

Inspection Fees
Developers must pay Inspection Fees to cover the cost of inspecting lines before the lines are accepted into the Service Authority's system. The schedule for Inspection Fees is as follows:

Plan Review Fees
Developers seeking plan approval from Prince William County are required to pay Plan Review Fees to the Service Authority to cover the cost of reviewing submitted plans. The schedule of Plan Review Fees is as follows:

Monday through Friday 8:30 a.m. to 5:00 p.m.

Note: Please allow sufficient time for the meter setting and inspection process to occur prior to property settlement dates. Computer printouts of Final Inspections for Occupancy Permits will NOT be given until meter is set.
