On an undeveloped individual residential lot, the extension of the main utility lines to the property line as well as sewer lateral and water service connections to the future residence would be the responsibility of the developer, builder or homeowner. Existing Construction: Existing residences within a reasonable distance to utilities may apply for property line service extension. An application must be submitted to PWCSA's Operations and Maintenance Department. Determination is then decided on a case by case basis. If approved, the sewer lateral and water service connections' cost and construction still remains the responsibility of the homeowner. Line Extensions and Connections

New Construction:
